Synopsis
The Washington Metropolitan Area Transit Authority (WMATA) requires a qualified contractor to provide and conduct a multi-year series of exercises to include six tabletop exercises (two per year) and three full-scale exercises (one per year) focusing on the response to a security incident occurring on WMATA property and impacting one mode or all modes of WMATA transit services. Through regional collaboration between WMATA and jurisdictional partners, these exercises will provide the opportunity to strengthen several core capabilities: 1) Operational Coordination; 2) Operational Communication; 3) Situational Assessment and 4) On-Scene Security, Protection, and Law Enforcement. These exercises will also prompt participants to utilize the Metrorail Emergency Response and Evacuation Plan Rail Specific Annexes, in order to provide regional evacuation support in accordance with jurisdictional evacuation plans within the National Capital Region. Finally, in accordance with the US Department of Homeland Security – Homeland Security Exercise and Evaluation Program (HSEEP), each exercise will produce an after-action report and improvement plan.

Your proposal must be received with all required submittals as stated in the RFP, no later than 2:00PM, February 23, 2018, at WMATA, Office of Procurement and Materials, 600 Fifth Street, NW, Room 3C-02, Washington, DC 20001-2651.
