Synopsis

DIGEST

The Washington Metropolitan Area Transit Authority (WMATA) requires the services of qualified roofing contractor for a Design-Build project that includes furnishing both design and construction services.

The Design-Builder/Contractor, through itself or others, shall provide professional design engineering and architectural services as well as technical , sub-professional, clerical, and other services necessary for the complete design and preparation of the design Drawings and Design Specifications, as well as the schedules, cost estimates, cost accounting, quality assurance/control and other Contract requirements.

The work includes designing and constructing the project as indicated in the contract documents. The completed project will result in the completed design and construction of three (3) roof replacement systems at WMATA Building Facilities. The Design-Builder/Contractor shall also furnish all labor, equipment, materials, quality assurance/quality control, construction and environmental/security/safety superintendence, and field engineering services required for the construction of the project.

The Design-Builder/Contractor is responsible for managing program and project coordination with Jurisdictional Authorities and Utilities through the Contracting Officer Representative; obtaining all necessary permits, approvals, and easements; performing architectural and engineering services; providing Submittals, field engineering support, equality management system to ensure that all work conforms to specified requirements; and providing operation and maintenance training and manuals for the systems and equipment installed.

Period of Performance: 730 Calendar Days.

Proposal Guarantee, Insurance, and DBE: A proposal guarantee of 5% of total offeror’s price is required. The contract includes a DBE goal of 14% if the offer amount is greater than $150,000. An insurance certificate for Commercial General Liability coverages with WMATA included as an additional insured as stated in the RFP.

Pre-Proposal Conference: The conference is slated for January 16, 2018.

Proposal Due Date: Competitive proposals are due no later than 3:00 pm on February 2, 2018 at WMATA’s Headquarter, 600 Fifth Street, Room 3C-02, NW, Washington, DC 20001, Office of Procurement and Materials, Attention Kamoru Banjo, Contract Administrator. Please identify the solicitation number and number of amendments received on the proposal package.

Questions: As always, should you have any questions, Technical, Contractual or Administrative please email them to the Contract Administrator, Kamoru Banjo at kkbanjo@wmata.com no later than 5:00 PM, January 19, 2018. If addendum is issued resulting from questions and answers, it will be posted on WMATA website along with the solicitation. Offeror is responsible for checking WMATA website regularly for securing downloads of addendum and other communications.

The ability to download SOLICITATION from WMATA’s website has provided the Authority wide exposure and enhanced competition, but the ability to have an accurate list of interested parties to the solicitation was virtually impossible. As a result of the increased use of WMATA website to post our Request for Proposals, WMATA is requesting a confirmation that offeror has received a solicitation password or downloaded a solicitation document and will be submitting a response.
