Synopsis
The Washington Metropolitan Area Transit Authority (WMATA) requests your bid for the furnishing of labor, materials, equipment, tools, project management, supervision, engineering, quality control, testing, transportation, safety, appurtenances and other items necessary for the Six (6) Tie Breaker Stations Upgrade Orange and Blue Lines, VA, DC and MD.
The solicitation includes but is not limited to:
-Replace metal enclosed DC switchgear as complete switchgear lineups. -Remove and replace existing DC switchgear insulated floor topping. -Connect equipment to existing DTS and ETS relay panels. -Replace battery chargers, battery plants, DC panel-boards, and associated equipment as indicated on the drawings. -Replace existing lighting fixtures and add new lighting fixtures -Install new power circuits (wire and conduit) within the tie-breaker stations - 600 volt AC circuits -Provide materials including conduits, cable trays, and support hardware. -Provide grounding and bonding as specified and as required. -Replace equipment and upgrade panelboard and feeder capacity within the tie-breaker stations as indicated on Contract Drawings. -Install 3KVA isolation transformer and materials to provide ungrounded 120 VAC power circuits from normal power sources to supply heaters within DC switchgear assemblies. -Install, and subsequently remove, temporary jumper cables and associated connections to facilitate temporary power provisions during replacement of existing DC switchgear. -Furnish and install SCADA equipment (Distributed Input Output Modules (DIO) and Digital Trace Recorders (DTR)) as indicated on the Contract Drawings. -Provide all equipment, testing, labor, cables, connections, etc. to complete all work required on the construction documents. Provide the total recommended spare parts list with unit price costs associated, and total overall estimate
WMATA DBE Participation Goal: 18.5%.
The Invitation for Bids is comprised of 3 Volumes: Volume 1 - Bidding and Contracting Requirements; Volume 2 - Technical Specifications; Volume 3 - Drawings. Solicitation Documents, including amendments and communications if any, will be available in Adobe Acrobat pdf format on the WMATA and FedBizOps websites, WMATA.com and FBO.gov.
Bidder is responsible for check of either of the websites regularly for securing downloads of amendment and other communications.
Pre-Bid Conference/Site Visit: A pre-bid conference will be held at 10:00 a.m. on October 20, 2015 starting at 10:00 AM at 8100 Professional Place, Hyattsville, MD 20785-2225, Conference Room #1, 1st Floor.
Site Visit: WMATA will conduct a Site Visit to one (1) Tie-Breaker Station in Virginia immediately after the Pre-Bid Conference. The site visit will start at end of the Pre Bid Conference.
It is planned that the Site Visit will start around 1:30 PM. Attendees must be escorted by WMATA personnel.
Individuals who plan to attend the Pre-Bid Conference and Site Visit are requested but not required to send an email by COB on October 16, 2015 to ggufranova@wmata.com, with their name, title, company name, mailing address, telephone, and email for each attendee.
WMATA does not have the plan holders list. Pre-Bid Conference and Site Visits attendees list will be publicized on www.wmata.com before October 22, 2015.
