“WMATA 700 MHz Radio System”

WMATA requires the services of a qualified contractor to replace existing 480 MHz radio system with a new 700 MHz radio system.

The scope of this project will consist of complete responsibility for engineering, furnishing, licensing, installing (except as detailed elsewhere), configuring, commissioning, and warranting the 700 MHz Radio Communications System. The contractor shall be responsible for system performance (as defined in the Solicitation); installation of radio equipment; modification of existing station DAS, identification and development of tower sites, optimization of the radio infrastructure; and the training of system users, network administrators, and maintenance personnel. The supplier shall complete and pass all acceptance tests of system components software and equipment to the satisfaction of WMATA.

A Pre-Proposal Meeting is scheduled for August 28, 2015 at 9:30 AM EDT

WMATA requests no more than three representatives from each Firm attend the Pre-Proposal Conference; please confirm your attendance by electronic mail, by providing your name, firm name and the number of persons (no more than three) attending to the Contract Administrator at wgeroux@wmata.com by close of business August 21, 2015. In the “Subject” line of your email, please insert “Solicitation FQ15000/WJG Pre-Proposal Meeting”.

Location: Washington Metropolitan Area Transit Authority (WMATA) Carmen Turner Facility (CTF) 3500 Pennsy Drive Landover, Maryland 20785 Room: HRTM Conference / Training Room

Directions:

There is no visitor parking at CTF; visitors should use the WMATA shuttle bus to and from New Carrollton Station.

1. The shuttle bus is primarily for WMATA employees only, the visitor must have a copy of the email as described above in hand for the meeting. There will be a WMATA representative at the shuttle bus location to verify visitors.

2. Travel by the Orange Line Metrorail to New Carrollton Station, or, travel by car to the Station and park in the Prince George’s County lot across Garden City Drive from the other parking facilities. To park in a WMATA lot at New Carrollton Station requires a SmarTrip card to exit the lot.

3. Please note that the Prince Georges’ County lot is self-pre-payment with one dollar bills only. Since there is no attendant and not change machine, visitors should bring one-dollar bills to the lot.

4. At the Station, walk to the south side bus bay area. Then walk along the bays to the second-to-last bus bay and shelter, labeled L99.

5. Use the L99 Shuttle Bus, showing the email to the WMATA representative. The bus departs New Carrollton Station every 15 minutes on the 15-minute mark, from 5:00 AM to 6:00 PM weekdays.

6. The shuttle bus will enter CTF and stop at the entrance to Building C.

7. Exit the bus at the entrance to Building C.

8. WMATA representative will be at the entry of Building C to receive the visitors.

9. To return to New Carrollton Station, board the shuttle bus at its stop.

Site visits will be conducted to include various ground sites, rail station, bus yard, vent shaft, Carmen Turner Facility and Jackson Graham Building Communications Rooms. Visits are scheduled for August 28, and 31 and September 1, 2, 3, 4, 8, 9, 10, 11, 2015. These locations may require successful completion of Railway Workers Protection training and background checks by WMATA prior to touring locations.

NON-DISCLOSURE AGREEMENT: Please note: A Non-Disclosure Agreement (NDA) MUST be executed between WMATA and Proposer for release of the Solicitation Documents. You are required to complete the “Recipient” portion of the attached “Confidentiality and Non-Disclosure Agreement for Proposers for RFP FQ15000” and send it as an attachment, via electronic mail to the attention of William Geroux, Contract Administrator at wgeroux@wmata.com. In the “Subject” line of your email, please insert “Solicitation FQ15000 NDA.” In the body of your electronic mail, please insert your name, firm address, telephone number and electronic email address. Please do not forget to attach the NDA.

The Solicitation Documents will be made available on WMATA’s Project Management Software System (PROCORE). The NDA, fully executed by the WMATA Contracting Officer, will be returned to you via electronic mail along with exact details as to how to obtain access to the Solicitation Documents.
