Synopsis

The Washington Metropolitan Area Transit Authority (WMATA) requires on-call legal services to research, analyze, litigate, negotiate, and provide advice to the Authority in the specified areas listed in the five panels below:

1. Complex Real Estate Transactions

2. Complex Litigation

3. Design/Build Construction and Procurement

4. Telecommunications

5. Regulated Utilities

Outside counsel is needed to provide all requested legal services in those areas as more fully described in the Scope of Services. The Authority is looking for top level expertise in each of the panels and not necessarily lower level associate work. The Authority expects all successful proposers to be able to work efficiently to minimize costs, based upon the complexity of each individual matter.

Proposers may apply for any combination of panels, including all panels. Proposers must meet the qualification requirements stated in the RFP.

WMATA intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) task order type contract to a maximum of five legal firms for each panel listed above. Contract awards will be determined on a best value basis.

The IDIQ contracts will be for a period of one (1) year with four (4) one-year options.
