Synopsis

Amendment No. 6 issued 5/16/13 extending the date for the receipt of proposals to 7/11/13.

Amendment No. 5 issued 5/6/13 changing Solicitation Instruction No. 13, Contract Award.

Amendment No. 4 issued 4/17/13 changing the date for the receipt of proposals from April 18, 2013 to May 16, 2013.

Amendment No. 3 issued with list of major parts for railcars 5056 and 5057 to be supplied by WMATA. Amendment No. 2 issued April 4, 2013 with Questions & Answers No. 01.

The Authority is tentatively scheduling a second inspection of the railcars on Thursday April 11, 2013. More details will be issued shortly.

Amendment No. 1 issued April 2, 2013.

The pre-proposal conference will be held in the second floor conference room of Building B (S&I Shop) at Greenbelt Yard. The meeting agenda is attached below. Railcar 6050 was not able to be moved to Greenbelt Yard and will be available to be inspected at the New Carrollton Yard, 4300 Garden City Dr., Hyattsville, MD 20785. Limited transportation will be available by the Authority between the yards. Parking is limited in the Yards. Directions, please call Ken Morford 202-465-5970.

The Washington Metropolitan Area Transit Authority is soliciting proposals for a qualified contractor or contractors to provide all necessary supplies and services to repair damaged transit railcars 5056/5057 and 6050, and re-commission them ready for revenue service. This is a “Best Value” RFP. The Authority reserves the right to make multiple awards. This project does not have federal FTA funding.

A Pre-Proposal Conference is scheduled for 10 a.m. March 19, 2013 at the Greenbelt Yard, 5801 Sunnyside Avenue, Building C, College Park, MD 20740. Any questions regarding the solicitation must be made in writing to the Contracting Officer no later than March 28, 2013.

An inspection of the damaged railcars is mandatory. The railcars will be available for inspection immediately following the pre-proposal conference. Also, appointments may be made to inspect the railcars up to five business days before the proposal due date.

Proposals are currently due by 2 p.m., Thursday, April, 11, 2013 at the WMATA, Office of Procurement and Materials, Room 3C-01, 600 Fifth Street, NW, Washington, DC 20001. For security procedures, proposals delivered by hand must be taken to the Authority’s mailroom on the lobby level.

Proposals are to be submitted in the format prescribed in Solicitation Instruction No. 16, Proposal Format Instructions/Requirements. Technical proposals must address the topics listed in section c. A performance bond will be required from the successful offeror(s) awarded the contract.

The solicitation and technical specifications for the 5000 series railcars and 6000 series railcars are posted below. Other listed exhibits will be furnished upon formal request.
