Before joining Metro, Randy served more than four years as President and CEO of Capital Metro in Austin, Texas, where he helped secure one of the country’s largest voter-approved transit referendums in US history. The initiative, called Project Connect, resulted in a multi-billion-dollar infusion for CapMetro’s capital program.

Prior to his work in Austin, Randy held key leadership positions in public transportation around the country. He served as the Vice President of Operations and Member Services for the American Public Transportation Association (APTA) in Washington DC from 2016 to 2018.

Randy also spent more than six years in various positions with the Massachusetts Bay Transportation Authority (MBTA) in Boston, including Deputy Chief Operating Officer and Assistant General Manager of Engineering, Maintenance and Preparedness, and Senior Director of Security.

Originally from Nova Scotia, Canada, Randy holds a bachelor’s degree in Political Science and History from Acadia University and a master's degree in Public Policy from the University of Southern Maine. He lives in Washington DC with his wife Kimberley (they met in Boston while riding the subway to a Red Sox game) and their two dogs.

Andy has over 27 years of combined public service as an Active Duty Officer in the US Army, service in the US Army Reserves, duty as a Federal Civilian with the US Army Corps of Engineers (USACE), and over ten years with Metro. Andy retired from the US Army in 2016 as Lieutenant Colonel.

Andy first joined Metro in 2012 as Chief Engineer for Track Engineering. He was later promoted to Director of Infrastructure Project Management and then to Senior Vice President of Rail Services. Andy departed Metro in 2019 to serve as a consultant in the Rail and Transit industry, later returning to Metro in 2020 to serve as the Vice President of Construction and later led the Rail Operations Control Center (ROCC) Transformation as Vice President.

Andy’s military career began in 1995, when he served as an active-duty engineer officer in the U.S. Army. He was a combat engineer platoon leader in the 2nd Infantry Division (South Korea), a combat engineer company executive officer in the 101st Airborne Division (Fort Campbell, Kentucky), and a combat engineer company commander in the 1st Cavalry Division (Fort Hood, Texas). Andy is a proud graduate of Ranger School, Airborne School, Sapper School, and Air Assault School.

In 2004, Andy joined the USACE, serving as a project engineer in design and construction in Qatar, Pakistan, and Afghanistan. His engineering work then brought him to Washington, DC and the Baltimore District with USACE, where he progressed through various leadership positions to include the Deputy Commander of the Baltimore District and culminating as an Area Engineer when he departed USACE and joined Metro in 2012.

Andy has a Bachelor of Science in Civil Engineering from the United States Military Academy at West Point, a Master of Science in Engineering/Industrial Management from the Missouri University of Science and Technology, and a Master of Science in Structural Engineering from Georgia Tech. Andy also holds a graduate certificate in Track Engineering from the University of Delaware, is a registered Project Management Professional (PMP) and is a registered Professional Engineer in Virginia.

Andy lives in Alexandria, Virginia with his wife and two sons. He enjoys working around the house and in the yard, watching college wrestling and lacrosse, and spending time with friends and neighbors. Andy has lived in the region for 20 years and rides the Yellow Line.

Prior to joining Metro, Ms. Lee was the Group General Counsel and Executive Vice President for Unify, a premier global provider of end-to-end enterprise communications, including voice, network infrastructure, and security. Ms. Lee also held senior legal positions at Northrop Grumman Corporation and Cable & Wireless plc, and as a partner at Holland & Knight LLP.

Ms. Lee received a Bachelor of Arts degree, summa cum laude, in Psychology from the University of Maryland and a Juris Doctor from the Harvard Law School.

Ms. Lee is a member of the bars of the State of Maryland, the District of Columbia, the Commonwealth of Virginia, and the State of New York.

Prior to working for WMATA, she served as the Metropolitan Transportation Authority's Chief Customer Officer, where she worked to restore New Yorkers' trust through transparency and better design. She fought for better trains, buses and schedules, for more elevators, and for better maps and signage. She conceived of the Live Subway Map, a Time Magazine "Best Inventions of 2021," and led the marketing and launch for OMNY, the new contactless way to pay for the MTA.

Earlier in her career, Sarah led advocacy, marketing, and fundraising campaigns for nonprofits and Fortune 500 companies. She graduated from Wellesley College with a degree in Art History. She lives in Washington, D.C. with her husband and two daughters.

Since joining Metro in October 2021, Benson has managed all crisis communication while simultaneously elevating positive narratives to showcase Metro as the most essential transportation provider in the National Capital Region.

Prior to joining Metro, Benson served as director of communication for the High Museum of Art in Atlanta. During her tenure, she used marketing and communications as a catalyst to build an exceptional brand reflecting the High’s priorities of growth, inclusivity, collaboration, and connectivity. As a communications executive, Benson has extensive experience leading organizations through crises and providing strategic direction that supports organizational priorities. She started her career almost two decades ago in municipal government and has since provided communications counsel to various industries that include mental health, utilities, arts and culture, and transportation.Benson currently serves on the foundation board of her Alma Mater, Winston-Salem State University and has held leadership roles for the Public Relations Society Association, Georgia Chapter; Atlanta Interactive Marketing Association; and Art Marketing Museum Association. She is also a financial member of Delta Sigma Theta Sorority, Inc.Benson has been named consecutively (2023/2024) amongst the top 50 DC Women We Admire. She is a 2021 PRSA Georgia Luminary Star Award recipient and 2021 member of the Inspire Atlanta Class. Additionally, Benson is a member of the PRSA Georgia's 40 under 40 Inaugural Class, and a 2018 member of the American Express Leadership Academy.As a professional dedicated to the craft of communications, Benson earned her Accreditation in Public Relations (APR) in June 2015, a prestigious designation given by the Universal Accreditation Board. She also holds a Master of Arts in Public Communication from American University (Washington, D.C.) and a Bachelor of Arts in Mass Communications from Winston-Salem State University (Winston Salem, NC).

Judd comes to Metro from Georgetown University, where he served as the Vice President and Chief Information Officer. While at Georgetown, Judd was instrumental in executing a five-year technology modernization initiative, implementing innovative, enterprise-level academic computing systems and services harnessing mobile enablement, cloud storage, and big data to enhance University operations.

He was previously the Deputy Assistant Director and Deputy CIO of the Information Technology Division at the US Marshals Service, where he led a three-year transformation effort. Judd also served as the Chief of the Counterintelligence and Human Intelligence Mission Applications Group for the Defense Intelligence Agency. Judd also served in the U.S. Navy.

Judd has received numerous awards, honors, and recognition throughout his career, including the 2021 ORBIE Global Capital CIO of the Year. A graduate of Excelsior College, Judd also holds a Master of Professional Studies in Technology Management from Georgetown University.

Reporting to Leroy are the Assistant Chief Transportation Officers of Bus and Rail, Chief Fleet Officer, SVP of the Metro Integrated Command & Communications Center, VP of Access Services, and VP of Reliability Engineering & Asset Management.

Theresa joined Metro as Executive Vice President and Chief Safety Officer in August 2019 and managed the development and implementation of Metro’s first Safety Management System.

A 20-year veteran of transportation safety and operations, Theresa has held key operational and leadership positions at multiple agencies and in private industry. Prior to joining WMATA, she served as deputy chief safety officer of Amtrak, where she led the drafting and implementation of the railroad’s first Safety Management System and oversaw Federal Railroad Administration safety certification programs for Amtrak’s new high-speed trainsets, rolling stock procurements, and facilities projects. During her tenure at Amtrak, Theresa was a member of the FRA Rail Safety Advisory Committee (RSAC) and participated in the development and implementation of multiple safety regulations including the establishment of minimum standards for training, qualification, and oversight of employees performing safety-related duties as well as standards for roadway worker protection programs. Before joining Amtrak’s safety organization, Theresa worked in the engineering department, managing infrastructure improvement projects, and implementing quality improvement initiatives.

Previously, Theresa served in several operational and management roles at NJ Transit’s RiverLINE, which operates light rail service between Camden and Trenton, in shared use with freight traffic. Theresa began her rail industry career as a train dispatcher and took roles of increasing responsibility culminating in her leadership of the system safety team which developed the RiverLINE system safety program plan. She also worked in the private sector as an analyst and systems engineer early in her career.

Ms. Impastato holds a bachelor’s degree in applied sciences from the University of Pennsylvania, undergraduate and advanced degrees in computer science and data and systems analysis from the University of Oxford, UK, along with a Master of Public Health from the Geisel School of Medicine at Dartmouth. She serves as a rail system safety and accident investigation instructor for the U.S. Department of Transportation’s (USDOT) Transportation Safety Institute, as well as a member of multiple safety and operations committees for the American Public Transportation Association (APTA), the American Association of Railroads (AAR), the Transportation Research Board (TRB), and the American Railway Engineering and Maintenance-of-Way Association (AREMA). Theresa lives in Hill East with her husband and their Great Dane. She is a frequent BOS line rider.

Before joining Metro, Jayme was a police officer in London’s Metropolitan Police. He holds a bachelor's degree from Oxford and has master's degrees from Warwick Business School and Harvard Kennedy School.

Tom is passionate about Metro’s role in connecting people with opportunities and the value transit delivers to our communities, environment and future. Tom joined Metro in 2012 and has held several leadership roles in strategy, planning, capital programming, and management and budget.

Prior to joining Metro, Tom served in leadership and management roles at the Maryland Department of Transportation and in Montgomery County government.

Tom earned his Bachelor’s in Policy Studies and History from Syracuse University, as well as a Master of Public Administration degree from the Maxwell School of Citizenship and Public Affairs at Syracuse.

Tom lives with his wife and three daughters near Friendship Heights rail station and Metrobus route N4.

Dave has been an avid user of both Metro Bus and Metro Rail since moving to the DC area in 2005. He is excited about the role Metro plays in the economic and social life of the region.

Prior to joining Metro, Dave served in a variety of roles at the Federal Aviation Administration, including as Chief Financial Officer from 2020-2025.

Dave earned his MBA from the University of Michigan’s Ross School of Business with a concentration in Finance. He also holds a bachelor’s degree in Chemistry from Harvard University. Dave lives in Arlington, Virginia with his wife and two daughters and is a frequent A66 bus rider.

A native of the Washington, D.C. metropolitan area, Sherri grew up riding Metro and brings a lifelong passion for public service to her leadership. She oversees a broad portfolio of functions including talent acquisition, employee engagement, labor relations, and organizational development. In addition to her core responsibilities, Sherri serves as a management trustee for WMATA’s pension and health and welfare plans, reinforcing her commitment to the well-being of the Authority’s workforce.

With more than two decades of experience in human resources and organizational leadership, Sherri is widely recognized for her strategic vision, collaborative approach, and dedication to empowering teams. Her leadership is central to advancing WMATA's Strategic Transformation Plan, particularly the Talented Teams initiative, which focuses on building a high-performing, future-ready workforce.
