Metro adopted its Strategic Transformation Plan in February 2023 to guide Metro's strategy and actions over the next 5+ years. During the first three years of the plan, from February 2023 through December 2025, Metro delivered tangible results, meeting and even exceeding many of the established targets: increased monthly ridership by 33 percent, cut the crime rate in half, and increased service by 35 percent. In September 2025, Metro was recognized with the Outstanding Public Transit Agency of the Year Award from the American Public Transportation Association (APTA). So, in December 2025, Metro updated the Strategic Transformation Plan to reflect the significant progress made and drive the agency towards the gold standard for world-class, cost-effective transit. This updated plan will continue to serve as both a long-term strategy and a tool for annual priority setting as Metro works to meet the evolving needs of its customers, employees, and the region.

How are we doing? Check our progress
The Strategic Transformation Plan (the plan) includes key results for goals and objectives that define desired quantitative or qualitative outcomes. Incorporating performance measurement is critical to ensure that the plan is data-driven and that Metro remains accountable for and transparent about progress. Appendix A of the plan defines the metrics used to track each key result and sets a target for the desired level of performance by fiscal year 2028.
Metro’s Open Data Hub provides detailed data and performance measures about ridership, safety, and service reliability – often at the route or station level. In addition, quarterly updates on Service Excellence and Financial results are published on Metro’s Public Records web page.
The objectives of the Service Excellence goal are:
- Safety & Security: Ensure all customers and employees feel safe and secure using and delivering services
- Reliability: Provide dependable service that the community trusts
- Convenience: Deliver frequent, accessible, and easy-to-use service to enhance the customer experience
The objectives of the Talented Teams goal are:
- Recruitment & Retention: Attract and retain the best talent to deliver Metro’s future vision
- Learning & Development: Train and equip staff to excel and continuously improve
- Customer Service Mindset: Make the process of delivering service as easy as possible for internal and external customers
The objectives of the Financial & Organizational Efficiency goal are:
- Financial Stewardship: Ensure Metro’s long-term financial health and stability
- Organizational Efficiency: Streamline operations and efficiently allocate resources where they drive the most value
- Energy Management: Optimize energy usage and steward natural resources
Additional information on the Strategic Transformation Plan

As part of its public participation process during both the initial development and update processes, Metro solicited feedback from hundreds of customers, community stakeholders, government leaders, and employees across the system. The Board of Directors and Senior Executive Team incorporated this public input into the Strategic Transformation Plan update in December 2025.
