Unsolicited Offers

Unsolicited offers are subject to Section 3.3 of Metro's Joint Development Policies and Sections 5.6 and 5.7 of the Joint Development Program Guidelines. Metro will also consider whether an offer is eligible for disposal under the WMATA Use Regulations and FTA Circular 5010.1F. In summary, Metro has exceptions to open competition if an unsolicited offer:

  • a) Is from an occupying ground lessee;
  • b) Is a lease or purchase proposal from a jurisdictional partner; or,
  • c) Involves land assemblage from adjacent property owners (or developers under contract to acquire in fee simple qualifying adjacent parcels from the existing owner) that would result in a higher density development and, therefore, higher ridership.

Please review the above referenced policies and guidelines before submitting a letter of interest to realestate@wmata.com with information about the property, proposed use and development concept, information about adjacent ownership, and the anticipated timeline for the transaction. Metro will respond within 10 days of receipt.
