Metro opens public comment on proposed new training facility on Pennsy Drive in Landover, Maryland

Metro is developing a state-of-the-art training center that will support Metro’s Strategic Transformation Plan priority, Talented Teams. The proposal consolidates training functions into a single, purpose-built facility designed to replicate real-world transit environments and support both hands-on and classroom instruction.

The public is invited to attend a public hearing about the project on Sept. 17 at 6:30 p.m. at Metro’s New Carrollton Office Building. A feedback survey will be available until 9 a.m. on Monday, Sept. 28.

The project, located at 3636 Pennsy Dr. in Landover, Maryland, proposes demolition of the existing 350,000 square-foot warehouse facility owned by Metro. A new two-story, 380,000 square-foot structure will be built in its place. The project will include:

• A replica Metro Rail station and tunnel complete with railcars.
• Two interior mock bus bays to accommodate diesel, electric, hybrid and gas bus technologies
• An auditorium with 1,000 seats for group training, events and assemblies
• Administrative offices
• Flexible training classrooms and technical laboratory spaces
• Modern learning spaces designed for hands-on practicum, classroom, and virtual learning environments
• A dedicated Metro Transit Police Department Training Academy with secure and separate access
• Site work to enhance traffic circulation, utility corridors, stormwater systems and building placement to meet engineering best practices and Prince George’s County site development requirements

Public feedback will be provided to Metro’s Board of Directors in Fall 2026 as part of the final decision-making process. 

Participate in the public hearing  

• To provide oral testimony in-person during the hearing, participants may pre-register by emailing speak@wmata.com or calling (202) 962-2511 by 12 p.m. on the day of the hearing. Please submit only one speaker’s name per request. Individuals may also sign up at the hearing to provide testimony. 

• To provide oral testimony via video, participants must preregister by emailing speak@wmata.com by 5 p.m. on Wednesday, Sept. 16. Information about how to participate via video will be provided after preregistration is confirmed.  

• To provide oral testimony via phone during the hearing, participants should call (202) 899-2028 and enter the Meeting Code 943 834 972# while the hearing is taking place. Preregistration to provide comments via phone is not available.  

Next Steps

Following the public comment period, all public comments will be provided to Metro's Board of Directors for final review and inclusion into Metro's Mass Transit Plan.

If the project moves forward, the Prince George’s County Planning Department will be responsible for evaluating the scope and impact on public facilities, including the evaluation of the project's traffic impacts, and stormwater design.
