About Metro procurement
Metro’s Office of Procurement and Materials manages procurement and contracting. It issues bid solicitations, negotiates with potential vendors, manages the selection process, and executes and oversees contracts.
Metro buys from hundreds of companies every year to support operations. In 2023, we issued new contracts worth over $XXX,000 for services and products.
We issue capital contracts for construction services — like building stations and repairing bridges — and for capital equipment like railcars and buses. We also issue contracts for a wide range of other services and products that help us operate and improve Metro, including everything from temporary labor to consulting to office supplies.
Any qualified company can bid on our contracts — including yours. And to advance economic and social equity in our region, we reserve some portions of our contract spending for small and disadvantaged businesses.

Use the Supplier Portal to submit a bid or manage your contract
To submit a bid, you first need to register your company on the Supplier Portal. You’ll upload your bid and supporting documents there. If you win a contract award, you’ll also use the Supplier Portal to manage your relationship with Metro, including your company information, purchase orders, and invoicing.
For the best experience, use a computer to access the Supplier Portal, not a mobile device.

Buy surplus equipment and supplies from Metro
When Metro has surplus equipment and supplies — when we replace old equipment with new equipment, or buy something we don’t need — we sell it in public auctions, mostly online. Anyone can bid to buy Metro surplus property. All sales are final: there are no refunds and no returns. (Metro also sells surplus real estate. Learn more )

Most items for sale are located at Metro’s Property Reutilization & Disposition Services (PR&DS) office in Landover, Maryland. If you buy something, you usually have to pick it up there. Email PR&DS at SCWL_WPRDS@wmata.com to make an appointment to see an item in person before you bid, or to make arrangements to pick up an item you bought. The office is open Monday to Friday, 6:30 am to 3:30 pm.
The PR&DS team is led by Wayne Chew, Manager, Warehousing and Logistics, and by Willie King, Supervisor; Warehousing and Logistics.
Suspensions and debarments
Suspensions and debarments are formal designations that protect the public interest by excluding a vendor from contracting or subcontracting with Metro. Metro’s Chief Procurement Officer is authorized to suspend or debar companies for specific reasons, like being convicted of fraud or embezzlement, or violating a serious provision of their Metro contract.
These vendors are currently suspended or debarred from contracting with Metro.
