Project overview
The RFK campus represents a significant opportunity to transform a historic site into a vibrant destination with a new stadium, housing, recreation, entertainment, and public spaces that better serve residents and visitors. As planning for the site's future continues, Metro is working with District agencies and project partners to help ensure the transit network can support future redevelopment including the new stadium.
Conducted in coordination with District agencies and project stakeholders, the study will help inform future planning and decision-making related to transit access, mobility, and connectivity at the RFK campus. The evaluation includes stakeholder and public engagement activities designed to share project information, gather community input, and foster transparent, collaborative planning.

Metro and the District have completed the first two phases of a transit study to determine how people will travel to and from the future RFK site stadium and redevelopment site, which is expected to attract 65,000 or more attendees for major events.
- The study evaluated the capacity of Metro Rail, Metro Bus, and the surrounding transportation infrastructure to support a transit-first campus, where most visitors are expected to arrive by transit. It also assessed whether the transportation network could continue to meet transit demand from existing communities while accommodating new residential and commercial development on the campus.
- Analysis found that without significant transit improvements, post-event crowds could create safety concerns, lengthy delays, and congestion at the Stadium-Armory station and throughout the broader transportation network.
Key findings
Based on the study findings, Metro and the District selected a package of improvements to advance into design.
The recommended investments include:
- Expanding Stadium-Armory station to increase capacity, improve accessibility, and move customers more efficiently after events;
- Creating a new transit plaza near the stadium to support Bus Rapid Transit (BRT) and local bus service; and
- Developing a BRT connection between RFK and Union Station to provide fast, reliable access to Metro Rail, regional rail, and destinations across the region.
These improvements are expected to be in place to support the opening of the new stadium and future redevelopment of the RFK campus. The 30% design phase for station improvements and BRT began in August 2026.
