Capitol Heights Metrorail Station Joint Development Project & Morgan Blvd Metrorail Station Bus Loop and Surface Lot Reconfiguration

Metro is seeking feedback on the two proposed projects: surface lot removal for a Capitol Heights Metrorail station joint development project and a surface lot reconfiguration at the Morgan Blvd Metrorail station. 

About the Capitol Heights Metrorail Station Joint Development Project:

Metro is considering the conversion of the Capitol Heights Metrorail station’s surface parking lot into a new multifamily residential project with self-contained parking for residents and retail space facing the Kiss & Ride area and the Metro entrance as part of a joint development project. The proposed project is anticipated to include:

  • Approximately 180-200 units of housing with 120 residential parking spaces
  • Approximately 18,000 square feet of retail space with 20 retail parking spaces, 8 that are accessible
  • A landscaped, pedestrian plaza between the existing Kiss & Ride and bus loop
  • Approximately four townhouse units across Davey Street 

The current bus loop and Kiss & Ride area would stay the same. 

To implement this joint development project, the Park & Ride surface lot would be eliminated. See the drawings below for details about the proposed site plan:

Metro will also consider adding 43 12-hour metered/paid parking spaces along Davey Street if the project is approved. See map below for the proposed location of metered parking.

If this project is approved by the WMATA Board of Directors, construction is projected to begin in late 2018 and last approximately 2 years. Customers would be notified at least 30 days prior to the start of construction.

About the Morgan Blvd Metrorail Station Bus Loop and Surface Lot Reconfiguration Project:

Metro is proposing to reconfigure the bus loop and Park & Ride surface lot at the Morgan Blvd Metrorail Station. The proposed site plan would expand the Park & Ride surface lot and increase the number of parking spaces by up to 150. In order to expand the Park & Ride surface lot, Metro would adjust the following:

  • Modify the Kiss & Ride by converting up to 100% (61 spaces) of the long-term metered parking spaces into Park & Ride spaces and adjusting the traffic pattern of the Kiss & Ride.
  • Reconfigure part of the bus loop area into the Park & Ride. Bus access to the station and four bus bay locations would be modified. Four bus bays would be removed as part of this reconfiguration.

If this project is approved by the WMATA Board of Directors and funding is secured, construction would last approximately one year. Access to the station, including the Park & Ride and bus bays, would remain throughout construction.

The public comment period closed on October 27, 2016. Feedback collected from the public about the proposal will be provided to WMATA’s Board of Directors for final review and approval in 2017.
