Joint Development
Metro sells, leases, and joint ventures with private developers through its Joint Development Program, with the objective of maximizing the benefits of transit-oriented development. The goals of Metro's joint developments are to:
- Promote Transit-Oriented Development (TOD) by advancing the following smart growth principles:
- Reduce automobile dependency
- Increase pedestrian/bicycle-originated transit trips
- Foster safe station areas
- Enhance surrounding area connections to transit stations, including bus access
- Promote mixed-use development with housing
- Offer the opportunity to obtain goods and services and enjoy active public spaces near transit stations
- Attract new riders to the transit system
- Create on-going sources of revenue for WMATA's long-term financial sustainability
- Assist local jurisdictions in achieving their goals for economic development
WMATA has been involved in the joint development of real estate since the early 1970s. Since then, dozens of successful projects have been built on WMATA properties throughout the region, and we continue to encourage development by periodically offering properties for sale or joint development.
Joint Development Program Guidelines
Metro defines joint development as a creative program through which property interests owned and/or controlled by Metro are marketed to private entities with the objective of developing transit-oriented, mixed-use projects. WMATA's Joint Development Program Guidelines (published May 2020) walk through the process and criteria by which joint development projects are offered, evaluated and approved.
