In accordance with WMATA's Joint Development Policies and Guidelines, a local jurisdiction may purchase property from WMATA when WMATA puts property on the market. In the case of WMATA property near the Minnesota Avenue Metro Station (Orange Line), the Government of the District of Columbia purchased approximately 7.8 acres of land in 2002.
The Government of the District of Columbia solicited a developer, Donatelli Development and Blue Skye Development, to develop a mixed-use development on a WMATA parking lot located at the intersection of Minnesota Avenue NE and Benning Road NE. Construction of 376 residential units, 23 townhomes, 227,000 square feet of office and 22,000 of retail was completed in 2014. In the first phase of development DC built a 515-space replacement parking garage that is owned and operated by WMATA and constructed a headquarters for the DC Department of Employment Services.
