Synopsis

The Washington Metropolitan Area Transit Authority (WMATA) contemplates issuing a Request for Proposal for the services of a professional on-call general architectural and engineering contractor (“Contractor”) to provide engineering and construction support services in support of WMATA’s transit system. The Contractor shall assist the Authority by providing architectural and professional engineering services associated with Project Management/ Construction Management, and Engineering Support Services.

WMATA anticipates awarding multiple contracts under this procurement, but reserves the right to issue a single contract based on the level of response and the quality of the proposers. Individual tasks will be awarded to the selected firms on a qualifications basis. This may involve a second level of competition between the selected firms. The selected Contractors will be asked to provide deliverables in several areas for technical engineering and project management support. For staffing support the Contractor shall provide individuals with specific project management and construction management skills and experience. Specific knowledge and experience with Federal Transit Administration regulations and requirements is also essential.

Type of Contract: IDIQ. The guaranteed minimum for this contract will be $50,000 per Contract, over the Ordering Period. The value of individual Task Orders may range from $50,000 to $5,000,000; however WMATA may elect to issue Task Orders of a higher or lower value. The estimated aggregate value for all awarded Task Orders is $ 50,000,000 to $65,000,000. The maximum value of all Task Orders awarded will not exceed $65,000,000 over the Ordering Period. The Ordering Period establishes the time limits for the issuance of individual Task Orders and shall be five (5) years from the Notice of Award date. Task Orders type of contract will be determined on an individual Task Order basis. Generally Task Orders will be either cost reimbursable for staff augmentation tasks or firm fixed for Tasks with certain deliverables.
