The District of Columbia purchased the site from Metro in 2002 in order to build a government center and spur additional economic development in the Marshall Heights area of Ward 7. The project is being developed in three phases:
Phase One. The District government completed construction of a 515-space garage to replace Metro’s commuter parking lot and provide additional spaces for Phase Two. The garage opened in November 2009.
Phase Two. A 229,000 square foot office building for the city’s Department of Employment Services is under construction and expected to open in 2011.
Phase Three( 5 ± acres). Donatelli Development, selected by the District, will build nearly 400 residential units overall, including affordable housing; approximately 22,000 sf of ground floor retail along Minnesota Avenue with residential apartments above and 23 town homes along Benning Road. Development of Phase Three is expected to start in late 2011 or early 2012 and take about three years to build out.
