The location of this public hearing is accessible to persons with disabilities. Any individual with a disability who requires special assistance, such as a sign language interpreter, to participate in the public hearing should contact Mrs. Leen'da Chambliss at 202-962-2595 or TTD: 202-638-3780 ten days prior to the hearing in order for the Transit Authority to make necessary arrangements.

Purpose of the public hearing

Notice is hereby given that a public hearing will be held by the Washington Metropolitan Area Transit Authority (WMATA) in cooperation with the District of Columbia Government on the proposed relocation of bus and related station facilities and a parking reduction at the Takoma Metrorail station. The facilities will be reconfigured to permit the construction of the proposed joint development residential project (JD Project) on the site.

WMATA proposal

The relocation of bus and related station facilities and the parking reduction are the subject of this hearing. The JD Project is not the subject of this public hearing. Land use review will be handled through a District of Columbia process. The proposed JD Project will require the relocation of the current bus loop and bus bays. There are currently nine bus bays on site. Takoma Metro Associates, LLC, the developer of the JD project (Developer), will enhance the current bus facilities by constructing one additional bus bay for a total of ten and two additional layover spaces. The Developer will also relocate the current bus loop closer to the station and maintain entrances from Eastern Avenue and Carroll Street. Kiss & Ride and taxi stands, currently operating on the existing WMATA surface parking lot, will be relocated to curb spaces on Cedar Street and Carroll Street. Bicycle lockers will be replaced on site. Parking will be reduced from 146 surface spaces to 75. Currently these spaces are metered, non-commuter spaces. It is not anticipated that any interim WMATA replacement facilities will be required during the construction of the JD project.

How to register to speak at the public hearing

All organizations or individuals desiring to be heard with respect to the proposed changes in WMATA facilities will be afforded the opportunity to present their views and make supporting statements and to offer alternative proposals. In order to establish a witness list, individuals and representatives of organizations who wish to be heard at this public hearing are requested to furnish in writing their name, address, telephone number and organization affiliation, if any, to Mr. Harold M. Bartlett, Acting Secretary, Washington Metropolitan Area Transit Authority, 600 Fifth Street NW, Washington, D.C. 20001. Alternatively, you may fax this information to Mr. Bartlett at (202) 962-1133. Please submit only one speaker's name per letter. Lists of individual speakers will not be accepted. Others present at the hearing may be heard after those persons on the witness list have been called and heard. Public officials will be heard first and will be allowed ten minutes each to make their presentations. Other speakers will be allowed three minutes each and will be heard in the order of registration. Relinquishing of time by one speaker to another will not be permitted. This will be the only public hearing on the WMATA replacement facilities for this project. Therefore, those who are unable to speak at the hearing are encouraged to submit written comments at the hearing or as outlined below.
